COP28 UAE | Case Study



The 2023 United Nations Climate Change Conference or Conference of the Parties of the UNFCCC, more commonly known as COP28, was the 28th United Nations Climate Change conference, held from 30 November to 13 December at Expo City, Dubai, United Arab Emirates. The event is intended for governments to agree on policies to limit global temperature rises and adapt to impacts associated with climate change.


The UAE pledged to reduce carbon emissions to net zero by 2050; the first Middle Eastern government to make such a pledge. It was the first country in the region to sign the Paris Agreement on 21 September 2016. The country has invested $50 billion into clean energy internationally and promised an additional $50 billion by 2030. In November 2022, the UAE agreed to partner with the United States to invest another $100 billion in clean energy.


Over a period of two weeks, SABRE Risk supported multiple clients with both Secure Ground Transportation and Executive Protection, in total twelve agents were deployed, along with over forty vehicles and security drivers.


Prior to the event we offered clients with extensive information in relation to the event, and kept them undated on developments, not limited to the accreditation process, ingress and egress, wayfinding, and advisory services in relation to accommodation and flights.


With our extensive network within the UAE, we were able to support clients with unique questions and requests, providing accurate, appropriate and rapid solutions.


Although the event itself was of huge success, many of the below highlighted concerns were prevalent, primarily in relation to ingress, egress and adequate accommodation for those booking last-minute.


Due to the increased footfall at Dubai International Airport, we supported several clients with our Airport Meet & Greet services, which range from standard services to VVIP services, where guests are met at the aircraft and taken to a non-public facing terminal.


FBO's were also busy, witnessing a significant increase in private aircraft arrivals and departures, both at Dubai Airport Freezone, and Al Maktoum Airport.


SABRE Risk possess strong relationships with all FBO's here in the Middle East and can support clients fully with arrivals and departures.


Throughout the event, major roads were closed due to heads of state visits, and reactive decisions which caused significant problems with people both travelling to, and from the site itself by road. Our drivers and agents have a substantial amount of experience operating within the UAE and can appropriately plan and establish alternate routes.
